RESIDENT INSPECTOR
The Board of Trustees of Oneida Public Library (OPL) seeks the services of a part-time resident inspector to oversee on behalf of the owner the construction of a new $6.1-million public library facility in the City of Oneida. New library construction will begin in September 2015 and continue for an estimated 60 weeks. In addition to on-site observation and record keeping during construction, the resident inspector will consult with the architect, attend pre-construction and construction meetings, report regularly to the Board and cooperate with officials from the USDA Rural Development, which is partially funding the project. Candidates for the position should have at least seven years supervisory experience in the construction and supervision of large projects or five years experience plus a current N.Y.S. license/registration as an architect or engineer. Salary is negotiable. REQUEST FOR QUALIFICATIONS
Resident Inspector (Clerk of the Works)
Construction Oversight Services for
the New Oneida Public Library
I. INTRODUCTION
The Board of Trustees of the Oneida Public Library hereby requests proposals for a Part-time Clerk-of-the-Works to provide Construction Oversight Services for the new Oneida Public Library Building. All proposals must be submitted in writing and in the form set forth in this Request for Proposals, and delivered in sealed envelopes to Mrs. Carolyn Gerakopoulos, Library Director, 220 Broad Street, Oneida, NY 13421.
Proposals will be received until 3:00 p.m. EST on Friday, May 29, 2015.
II. GENERAL
The Board of Trustees of the Oneida Public Library is seeking the services of an individual or a firm having expertise in providing construction oversight services for a municipal project involving the following scope of work:
The proposed library will be a new one-story building including a community meeting room accommodating 125 people, with all library service functions on one level, and on-site parking.
Exterior construction will include brick veneer, sandblasted concrete unit masonry and a rain screen metal panel system at the exterior wall over concrete unit masonry backup. Foundation construction will be poured concrete with a concrete slab at grade. Roofing will be metal decking on steel structure, and composite tile shingles on the high slope areas, and membrane roofing on the low slope areas. Window systems will be aluminum framed with UV blocking insulating glass.
Interior construction will consist of gypsum wall board on metal stud partitions, solid core wood doors in hollow metal frames. Floor finishes will include ceramic tile in toilet rooms, porcelain tile in lobbies, vinyl composition tile in work areas, and carpet tile elsewhere. Ceilings will be a mix of acoustic tile and gypsum wall board.
The site work includes site lighting, landscaping, storm water management, an asphalt parking lot, concrete sidewalks to the main entry of the library as well as sidewalks connecting to the adjacent streets; Main and Elizabeth Street.
The project is currently registered with the LEED Green Building Certification Institute (“GBCI”) and is seeking LEED certification under the LEED GBCI rating system for New Construction and Major Renovations LEED NC v2009 and with a project goal that demonstrates compliance for a “certified rated building” per the LEED rating system.
This project is being partially funded with a grant from the USDA. Previous experience with USDA Rural Development requirements is desirable.
Award of the contract is subject to the approval of the Board of Trustees of the Oneida Public Library, which reserves the right to reject any or all proposals, and to the appropriation and availability of funds. The fee will be negotiated with the selected Owner’s Representative.
III. MINIMUM QUALIFICATIONS
Applicant shall meet the following minimum requirements: The Applicant shall have a minimum of seven years of supervisory experience in the construction and supervision of buildings of similar size and scope of complexity. If a current license and registration by the State of New York as an architect or professional engineer is held, a minimum of 5 years experience in the construction and supervision of buildings is required.
IV. REQUIRED SERVICES
The Resident Inspector will have the following duties and responsibilities:
- This is intended to be a part-time position requiring approximately ten to twenty hours per week of services, or as determined necessary to perform the required duties as listed herein.
- Perform on-site observations during the active construction phase as may be reasonably necessary to determine in general if progress and quality of the Work being performed will be in conformance with the Contract Documents when completed.
- Notify the Architect and Library immediately if Work does not conform with the Contract Documents or requires special inspection or testing.
- Monitor the Contractor’s progress as it relates to the construction schedule and alert the Architect and Library to conditions that may lead to delays in completion of the Work.
- Attend all construction coordination and other meetings as directed by the Library. Maintain a diary or log book of the construction activities observed, including: weather conditions and weather-related site conditions; nature and location of Work being performed; meetings attended and matters discussed; communications between the Library, Contractor, and Architect, including instructions, interpretations, and clarifications provided to the Contractor; any occurrence or Work that might result in a claim for change of contract compensation or time; record all oral agreements, instructions, disputes and questions pertinent to the Work. Owner’s Representative shall photograph project progress and document any issues.
- Attend all the construction meetings for the duration of the project.
- In cooperation with the Architect, review the Work and prepare interim and final punch lists for the Contractor.
- Collect, on the Library’s behalf project close-out documentation, O&M manuals and as-built drawings.
The Resident Inspector shall NOT:
- Authorize deviations from the Contract Documents.
- Approve substitute materials or equipment.
- Personally conduct or participate in tests or third party inspections.
- Assume any of the responsibilities of the Contractor’s superintendent, Project Manager or subcontractors.
- Expedite the Work of the Contractor.
- Have control over or change of or be responsible for construction means, methods, techniques, sequences or procedures, or for safety precautions and programs in connection with the Work.
- Issue a Certificate for Payment or Certificate of Substantial Completion.
- Prepare or certify to the preparation of a record copy of the Drawings, Specifications, addenda, Change Orders and other modifications.
- Reject Work or require special inspection or testing except as authorized in writing by the Architect.
- Order or Authorize the Contractor to stop or suspend the Work or any portion thereof.
- Make agreements of any kind with the Contractor or subcontractors on Library’s behalf.
The term of the contract is expected to be for a period of approximately 365 days.
V. INFORMATION TO BE SUBMITTED / INSURANCE REQUIREMENTS
An Applicant is a firm or individual that submits a proposal in response to this Request for Qualifications and that will be liable for the performance of the described duties and services. Price proposals should not be submitted at this time. Applicants shall supply the following information:
A. Description of the Applicant (Firm or Individual)
Provide a brief description of the firm or individual including:
1. Name and current address.
2. Current resume showing education, licenses, relevant certifications, etc. and recent Owners Representative and/or building construction experience (including dates of previous employment).
3. Outline of public and private project types and client types for which applicant performed services similar to the services solicited in this RFP over the past five years. Description of the nature, size and complexity of projects in which the applicant has participated.
4. Contact information for references from the projects requested/listed above. Provide a list of the names, titles, current addresses and telephone numbers of the people involved including owner, architect, and general contractor.
5. Any special capabilities or services which the proposer has which may be applicable to this project, such as experience in overseeing involving LEED Certification.
6. Other expected engagements during the term of the project. Describe the engagements; identify any actual or potential conflicts with the proposed services to the Oneida Public Library and how these would be addressed.
7. Statement that applicant has all the requested qualifications.
8. Financial documentation customarily relied upon in the financial and accounting industries indicating the financial stability and viability of the applicant as a going concern.
9. Whether applicant has ever been debarred or been the subject of any type of censorship by any local, state or federal governmental unit, body or agency in connection with the provision of project management services or any other related discipline.
10. Whether applicant has ever had its contract terminated by any owner on any project for any reason. Please provide an explanation of such termination and the reasons for the same, along with the name, address and phone number for a contact person for the owner of such project.
11. Complete list of pending or reasonably anticipated projects for which applicant provides Resident Inspector services or other professional services. Such list should identify whether, and to what extent, any of the key employees or consultants to be used by applicant on this project are employed or used on any pending or reasonably anticipated projects.
B. Insurance
The successful proposer shall maintain and show evidence of commercial general liability insurance, automobile liability insurance and workers’ compensation insurance in amounts to be specified by the Library.
VI. SUBMISSION OF APPLICATIONS
Submit three (3) copies of your Request for Qualifications in a sealed envelope and clearly marked “Oneida Public Library Construction, Response to RFP for Owner’s Rep” to:

The Request for Qualifications must be received at this office no later than 3:00 p.m. EST on Friday, May 29, 2015. The deadline will be strictly observed. Qualification proposals delivered to any other office or location will be rejected as non-responsive.
Request for Qualifications shall be delivered by U.S. Mail, Federal Express or other such service or by hand. Delivery by facsimile or email is prohibited. It is the proposer’s sole responsibility to ensure that its proposal is received at the proper location at or prior to the deadline.
The Request for Qualifications shall not be opened publicly, but the Library shall cause them to be opened in the presence of one or more witnesses at the time specified above. Until the completion of the evaluations the contents of the Request for Qualifications shall remain confidential and shall not be disclosed to competing proposers. At the opening of the Request for Qualifications, the Library shall prepare a register of the Request for Qualifications, which shall include the name of each proposer.
VII. EVALUATION AND REVIEW OF THE REQUEST FOR QUALIFICATIONS
The Library shall designate one or more persons to evaluate applicants. The Library will review all applicants and base its selection on the following evaluation criteria:
1. Name and current address.
2. Current resume showing education, licenses, relevant certifications, etc. and recent Owners Representative and/or building construction experience (including dates of previous employment).
3. Outline of public and private project types and client types for which the applicant performed services similar to the services solicited in this RFQ over the past five years. Description of the nature, size and complexity of projects in which the applicant has participated.

The Library shall review all proposals and select and rank three finalists according to qualifications. The Library reserves the right to request additional information from the finalists and/or request such finalists to appear for an interview, but if the Library does make such a request(s), it shall make such request(s) of all finalists equally. The Library shall request a fee proposal from, and begin negotiations with, the top-ranked finalist. If the Library is unable to reach agreement with the top-ranked finalist within 30 calendar days, the Library shall discontinue negotiations and begin negotiations anew with the next ranked finalist and so on until an agreement is reached.
